據中國證券報11月3日報道，相關人士表示，新一輪穩外貿措施旨在適應新常態下外貿的發展，提高外貿質量。目前相關部門已完成擴大跨境電子商務試驗區試點范圍的實施方案，爭取盡快發布實施。此外，為推進外貿綜合服務企業發展，相關部門將爭取年底前啟動外貿綜合服務企業試點。為了擴大市場采購貿易方式，相關部門已制定擴大市場采購貿易方式試點的方案，爭取盡快擴大試點范圍。
海關總署新聞發言人黃頌平日前表示，下一階段，海關總署將加快推進區域通關一體化和“三互大通關”，提高貿易便利化水平。同時，加快海關特殊監管區域的整合優化改革，并進一步清理和規范進出口環節涉及企業的收費，不斷優化外貿發展的環境，全力促進外貿穩定增長。
分析人士認為，前期相關部門出臺的一系列穩外貿措施以及人民幣貶值對出口的刺激效應正在顯現。新一輪穩外貿措施將進一步促進外貿結構優化調整，帶動出口持續增長，預計四季度出口將企穩并小幅回升。（中國進出口網）
